Unfair bowling?

A fast bowler bowls a series of short pitched deliveries at a batter’s chest. The batter repeatedly ducks the deliveries and they pass harmlessly through to the wicketkeeper. You warn the bowler for dangerous and unfair bowling. The bowler and the fielding team object because the batter ducked each of the deliveries. What is your decision?

You, the umpire. are the sole judge of fair and unfair bowling. Continue with the warning procedure.
